Development of the E-Learning System and Programs
In cooperation with its partner Cognita d.o.o., SkillUp d.o.o. established an e-learning system for the Ministry of Justice and Public Administration. The project resulted in high-quality and interactive e-learning programs aligned with the level of education required for civil servants taking the state professional examination. The project ensured access to e-learning programs for all candidates who are required to take the state professional exam.
The system provides participants with essential information on the content and structure of the state examination and enables interactive learning related to examination subjects. This includes concrete examples of legal provisions and literature, multimedia content, exercises, and practical tasks. The system also allows for knowledge assessment after each program segment, as well as participant evaluation of the programs, ensuring continuous improvement of training content. The program is designed for candidates required to take the Level I state examination, as well as for those required to take the Level II examination.
The e-learning information system is integrated with the Register of Employees in the Public Sector, enabling authorized bodies to enroll civil servants required to take the state examination into the e-learning program, as well as allowing registered participants to attend the appropriate e-learning program corresponding to their examination level.
Judicial Academy
New Website
Together with its partners, SkillUp d.o.o. developed a new version of the Judicial Academy’s website, enabling users to access various news related to events, new regulations and decisions, documents, and other relevant information.
In addition to news content, website users can view a training calendar connected to the Judicial Academy’s e-learning system.
Website content administrators (pak.hr) are able to create and manage new posts, static pages, and events (training sessions) within the calendar, as well as edit and manage the homepage content.
Judicial Academy
E-Learning System
In cooperation with its partners, SkillUp established an e-learning system for the Judicial Academy, replacing the previous user training solution. The system is integrated with the existing Judicial Academy website, together forming a comprehensive e-learning information system.
Judicial Academy staff can monitor the entire education process through the system. Access to the information system is granted to Judicial Academy employees, training coordinators, and participants, based on defined user roles and access levels. Judicial Academy staff can manage reference data, oversee education processes, activities, and projects, create and edit courses with accompanying learning materials, manage Moodle platform settings, and maintain records of communication with participants.
Training coordinators have access to assigned activities, can review and modify educational materials, manage content via the Moodle platform, contact participants via email, generate attendance lists, participant lists, and signature sheets, and track attendance records. Participants can view their assigned educational activities and learning materials, access the Moodle platform, evaluate assigned activities, and view internal system notifications published by Judicial Academy staff.
Croatian Medical Chamber
Development of an Educational Platform
Development of an Educational Platform - Croatian Medical Chamber (HLK) The SkillUp d.o.o. team, in cooperation with its partners, designed and developed an educational platform as part of a project for the Croatian Medical Chamber, co-financed by the European Union.
The system was developed within the project“Continuous Professional Development of General / Family Medicine Physicians.” This project significantly improved access to educational content through a modern and user-friendly approach that does not require prior IT literacy. In addition to platform access, users are provided with a user manual to support platform usage, as well as four content manuals to further enhance the e-learning experience.

The Chamber’s objective is to improve the knowledge, skills, and competencies of its members to enhance professional performance and patient care. The role of SkillUp and its partners is to continuously maintain the system at a high-quality level, ensuring an optimal user experience and easy access to information.
Zagreb International Airport
LMS System
In cooperation with its partners, SkillUp d.o.o. implemented an e-learning LMS system for Zagreb International Airport, developed content for initial training programs, and trained end users in content creation, course development, and system administration.

Croatian Veterinary Chamber
Development of the Information System
A provider consortium led by SkillUp d.o.o. developed a comprehensive digital member registryfor the Croatian Veterinary Chamber-a modern information system that significantly improves member data management, streamlines administrative processes, and automates numerous business operations.
One of the system’s practical features is the automatic generation of postal labels, further enhancing administrative efficiency. Additionally, system administrators have full autonomy in creating and managing reference data-classification codes and labels used within the system-ensuring a high level of flexibility and customization to meet the Chamber’s specific needs.
Special emphasis was placed on automating financial processes.The built-in financial module is based on predefined pricing models that automatically calculate membership fees and other charges, significantly reducing manual data entry and minimizing the risk of calculation errors.
The system is divided into two access levels: administrative and user. Administratori Administrators have full system control, while Chamber members (veterinarians) have limited user access. Through their user interface, members can review personal data, monitor outstanding balances, and track professional development points earned through continuing education-ensuring transparency and ongoing insight into their membership and professional growth.
Members can also submit predefined requests to Chamber staff via the system such as certificate requests, data updates, or recognition of earned points. Each request is processed by authorized administrators, who can approve or reject it.The system then automatically generates the corresponding official document, such as a decision, notice, warning, or other formal record.
All generated documents are stored within the member’s personal portal and simultaneously delivered via email,ensuring transparency and efficient communication without the need for physical delivery or additional administrative effort.
Another key component is integration with external registers.The system automatically retrieves and updates data from relevant national databases, reducing administrative workload and ensuring data accuracy and currency.
The system is also directly integrated with the Moodle e-learning platform,enabling comprehensive tracking of all professional development activities. Each activity completed via Moodle is automatically recorded in the Registry, including point allocation, attendance tracking, and certificates of completion. This significantly enhances efficiency in monitoring professional development and compliance with statutory obligations.
Overall, the developed Registry represents a powerful tool for data and administrative management within the Croatian Veterinary Chamber. Its modular architecture, flexibility, system integrations, and user-centered design make it a modern solution fully aligned with the needs of a contemporary professional organization.
